Unregistered Users are restricted to the Lobby unless moved by a Registered User, Channel Admin or Server Admin.
Only Server Admins can initiate a User the privilege of registering for an account.

Registered Users are free to move through any Channel,
allowed to send text messages with links in the Chat Window
and move other Users through the Channels.
Before moving any User: ask them for their permission first.
